Transportation Network


New Taipei City features comprehensive transportation infrastructure. The HSR system, railway system, national highways (National Highway 1 and National Highway 3), provincial highways (Provincial Highway 1, Provincial Highway 64, Provincial Highway 65, Huanhe Expressway), and MRT system are interwoven to great a robust transportation network. This network connects all five major industrial parks and all other small and medium parks spread across the city, greatly enhancing enterprises' operational efficiency. The enterprises along with the transportation grid form clusters, creating economies of scale while creating cross-industry synergy. Moreover, many vendors have greatly benefited from the continued expansion of the MRT system and the launch of the airport line in 2017.



Health Care

    Cleanest city in Taiwan

    New Taipei City has been voted the cleanest city in Taiwan for ten consecutive years. To achieve ecological preservation, environmental protection, and carbon reduction while enhancing residents' living quality, the New Taipei City Government has built many waterparks, pergolas, hiking trails, and bike routes throughout the city. Since the launch of the "New Taipei Greenification Project" 12 years ago, a total of 206.46 hectares of city land have been greenified, which translates to 0.51 square meters of green land per capita.

    Taiwan (New Taipei City) has the lowest industrial electricity prices among the three of the aforementioned countries. Today, the electricity availability rate in Taiwan is 100%. Although the unit price in the United States is lower than Taiwan, New Taipei City remains competitive, even after taking into account labor and tax burden. Although the energy price in Indonesia is lower, the lack of infrastructure may lead to unstable supply.

    Natural Gas

    Taiwan (New Taipei City) has slightly more expensive gas prices compared to China and Indonesia. The reason is that the two countries are producers of natural gas and therefore have a cost advantage.

    Individual income tax

    Taxation scope

    Individuals with Taiwan-sourced income shall be levied comprehensive income tax on their Taiwan-sourced income in accordance with the provisions of the Income Tax Law. Those who do not reside in Taiwan and those with Taiwan-sourced income shall be withheld separately at the source.

    How to pay tax as a resident

    The "Income Tax Act" defines residents of Taiwan as the following two groups of people: a person who has a registered domicile and predominantly resides in Taiwan; and a person with a registered domicile but has stayed in Taiwan for a total of 183 days in the tax year.
    Residents shall declare their consolidated income for the current year between May 1 and May 31 in the following year. Spouse and dependent income, exemptions, and deductions shall be declared along with the consolidated income declaration.

    Business Tax

    Taxation Target

    Sales of goods or services and imports of goods within the territory of the Republic of China shall be subject to business tax in accordance with the value-added and non-value-added business tax laws.

    ● Definition of goods sold within the territory of the Republic of China:
    1. If the delivery of the sales goods needs to be moved, the place of departure shall be within the territory of the Republic of China.
    2. If the delivery of the goods for sale does not need to be moved, its location is within the territory of the Republic of China.

    ● Definition of sales of labor services within the territory of the Republic of China:
    1. The sales service is provided or used within the territory of the Republic of China.
    2. The international transportation business carries passengers and goods out of the territory of the Republic of China.
    3. A foreign insurance company undertakes reinsurance from an insurance company in the Republic of China.

    Taxpayer

    1. Business operators who sell goods or services.
    2. The consignee or holder of the imported goods.
    3. Buyers of labor services sold by foreign enterprises, agencies, associations, and organizations that do not have a fixed place of business within the territory of the Republic of China. However, if a foreign international transportation enterprise has no fixed place of business within the territory of the Republic of China but has an agent, it shall be its agent.
    4. Those who transfer or divert the agricultural oil and fishery oil specified in Subparagraph 27 and Subparagraph 28 of Paragraph 1 of Article 8 and do not comply with the tax exemption regulations shall be the person who transfers or diverts the oil for other purposes . However, if the person who transfers or uses it for other purposes is unknown, it shall be the owner of the goods.
    5. Foreign enterprises, agencies, groups, and organizations that do not have a fixed place of business within the territory of the Republic of China and sell electronic services to natural persons within the territory of the Republic of China shall be taxpayers of business tax.

    Business income tax

    Taxation target

    Enterprises operating in Taiwan or foreign enterprises with income derived from sources in Taiwan are required to pay business income tax.

    Taxation scope

    For any profit-seeking enterprises headquartered in Taiwan, the business income tax shall be levied on its total income derived within or outside Taiwan. For any profit-seeking enterprises headquartered outside Taiwan but having income derived from sources in Taiwan, business income tax shall be levied on income derived within Taiwan.

    Securities


    Wages

    A worker shall be paid such wages as determined through negotiations with the employer. For business characterized in the Labor Standards Act, wages shall not fall below the basic wage. Wages shall be paid in the statutory, circulating currency.

    Working hours

    A worker shall work the number of hours determined through negotiations with the employer. For business characterized in the Labor Standards Act, regular working hours are eight hours a day with no more than 40 hours a week. Overtime is calculated separately.

     Holidays

    A worker shall work the number of hours determined through negotiations with the employer. For business characterized in the Labor Standards Act, a worker shall have two off days every seven days. One day shall be a regular holiday, and the other is a flexible rest day.

     Leave-taking

    Personal leave: up to 14 days in one year; unpaid leave

    Injury and sick leave: up to 30 days a year without hospitalization; half-paid leave

    Occupational sickness leave: applicable for the period of medical treatment for occupational accidents; paid leave

    Working hours for foreign workers

    Domestic helpers and care providers are defined as individual service providers by the Ministry of Labor. Wages shall be negotiated between the employee and employer without prejudice to the worker's health and well-being.

    National Labor Insurance and National Health Insurance

    All citizens of Taiwan and foreigners with Alien Residence Cards are eligible for National Health Insurance. Foreign workers employed by a company or firm with more than five employees shall all be enrolled in the National Labor Insurance by the employer, organization, or institute and shall pay a monthly insurance premium. Foreign domestic helpers and care providers employed by natural persons are not subject to compulsory labor insurance. However, they may enroll voluntarily. Foreign workers shall be enrolled in the National Labor Insurance with their employer. Applications, along with employment permits, shall be submitted to the Bureau of Labor Insurance and National Health Insurance Administration for processing. The labor insurance rights and obligations of foreign workers are in accordance with the Labor Insurance Act and Employment Service Act.

    Act for the Recruitment and Employment of Foreign Professionals

    This Act was passed to relax regulations on acquiring work and residence visas for foreign professionals and optimize insurance, leasing, and retirement benefits for foreign workers, thereby attracting more foreign professionals to Taiwan, promoting industry upgrade and transformation, and enhancing international competitiveness.

    Foreign specialists and technical professionals approved investment or business establishment supervisors, school teachers, cram school teachers, sports coaches and athletes, and artists and performers(Subparagraphs 1-6, Paragraph 1, Article 46 of the Employment Service Act) may submit inquiries or applications to the Foreign Professional Online Application Platform.

    Settlement of labor-management disputes

    Regulations for employment termination of foreign workers in businesses characterized in the Labor Standards Act are as follows:

    1. The employer shall issue an advanced notice and provide severance pay for the dismissal of workers in the event of downsizing, loss, closure, or transfer due to poor business management.

    2. Advanced notice and severance payment are not required for violations of the worker's constituting employment termination as stipulated in the Labor Standards Act.

    3. The worker may terminate employment without notice and request severance for violations constituting employment termination by the employer as stipulated in the Labor Standards Act.

    • The worker shall not claim from the employer either additional wages for the advance notice period or severance pay in the event of fulfilling the employment contract without intent to renew.
    • For early termination of employment contracts with the plan to leave Taiwan within 14 days after contract fulfillment, the worker shall submit an application to the Labor Affairs Department of New Taipei City Government for review and approval and request an employment termination certificate.
    • Foreign workers shall abide by the terms and conditions of their employment contract. They are obligated to perform the agreed-upon work, show good work ethics, and uphold confidentiality.

    4.When foreign workers encounter disputes over the Labor Standards Act, they may apply to the Labor Affairs Department of New Taipei City Government for mediation in accordance with the provisions of the Labor Dispute Settlement Act.
